  5.     At dusk last Monday, Norma Corona Sapienz, 38, president of
  6. the State Commission for the Defense of Human Rights in
  7. Culiacan, on Mexico's Pacific Coast, was driving home from work
  8. when three men in a pickup blocked her path. She tried to flee
  9. on foot. Suddenly gunfire rang out, and five bullets tore
  10. through the prominent attorney's back, killing her instantly.

  12.      The assassination was hardly unusual. Drug trafficking has
  13. led to a spate of killings. However, in Mexico much of the
  14. violence is the work of corrupt police officials, who often
  15. operate under the guise of stepped-up narcotics enforcement.
  16. Despite President Carlos Salinas de Gortari's official
  17. condemnations of political corruption, complaints about savage
  18. human- rights abuses in Mexico have increased dramatically
  19. since he took office in 1988. In a report released in Mexico
  20. City two weeks ago, the Dominican Center for Human Rights
  21. declared that more than 100 summary executions took place
  22. during the first 14 months of Salinas' administration.
